An issue with the sign up form

dam_exchangeDue to a clerical error on my part, and I am really really sorry, I did not enable signing up/offering fanart in the sign up form and it was just discovered today.
As no current sign ups currently request/mention art, I will be removing the art rules from the faq until the next time this runs instead of making everyone sign up again.
Again, I am so sorry for this mix up. I was really hoping to encourage some nice fanart this session.
